The Free State

In the end of the fifth World War many small states fight for independence, New Orleans is one of them.

The once beautiful city is more of an armed camp now, to be able to stand up against their aggressive neighbor Imperial Americana.

The City is Governed by Colonel Satos Monterey, he was originally security minister and after the former major left his office he has taken over with a Captain Christpher Emerish as second in command.

He is a very ruthless dictator but the people loves him still, mostly because he manages to keep his promises about keeping Imperial Americana out of the city, most of his ruthlessness does not show for the people in the city either, more in neighboring places where he steal and murder to keep himself and the state rich.

For military characters, running a campaign at the end of the fifth World War (right before start of Appleseed: Book 1) is perfect.

Due to the rule there are many ways to advance in the military and as long as the characters have no moral problems serving they can go very far.
